بحضور جلالة الملك عبد الله الثاني بن الحسين تم توقيع اتفاقية امتياز الصخر الزيتي بين الحكومة ممثلة بسلطة المصادر الطبيعية وشركة الصخر الزيتي الأردنية من جهة وشركة شل من جهة أخرى، حيث وقعها نيابة عن الحكومة وزير الطاقة والثروة المعدنية المهندس خلدون قطيشات وعن شركةشل الرئيس التنفيذي للشركة السيد مالكولم برينديد.
